This article presents a translation of George Gallup's lecture, first read on April 25, 1942, and published by the American Philosophical Society in September of that year. The report demonstrates that public opinion can be a source of important information signals not only in peacetime but also in wartime, and that failure to use public opinion data during military conflicts can limit the effectiveness of management decisions and lead to time and financial losses for the state. The translation includes introductions by Valery Fedorov, Chief Editor of the «Monitoring Public Opinion: Economic and Social Changes» Journal, and translator Elena Fostachuk.
