New Destinations for Migration: Migrants from Central Asian States in Kamchatka

Abstract

 

In this article, we examine a new migration trend to Russia that is currently developing in the Kamchatka Region. Based on the findings of a field study conducted by the Higher School of Economics teachers and students in Petropavlovsk-Kamchatsky in October 2022, the authors study why migrants from Central Asian countries, which previously had little contact with Kamchatka, choose to live and work in such a remote area with an unusually harsh climate. The study shows that higher salaries in the Kamchatka Region compared to other regions of Russia together with the relatively easy entry into the labor market are factors that both the local authorities and the migrants themselves associate with the increase in the flow of labor migrants. At the same time, housing and food costs in Kamchatka do not differ from other Russian cities and are even lower than in many large cities. The study also analyses the experience of forming a new migrant community in Petropavlovsk-Kamchatsky, and discusses the features of the integration of migrants into the host society. The authors find that human capital plays an important role in this new migration flow, as migrants learn about the good working and living conditions in the area prior to their arrival.
